Welcome to the Prevention Regional Support Center and the NO!Network information post.
The Prevention Regional Support Center is housed in Family Counseling Center, Inc. in Kennett, MO. The Prevention Regional Support Center is a resource center for the Suicide Prevention program, the Alcohol, Tobacco, and other Drug Use Prevention (ATOD) program and it’s components including the No!Network and Community 2000 portion which includes local coalitions, schools, churches, treatment centers and other entities working in the area of alcohol and drug prevention in their communities.
The ATOD Use Prevention Program at the Prevention Resource Center can be used by any entity located in New Madrid, Mississippi, Pemiscot, and Dunklin Counties in Missouri. The Suicide Prevention Program can be used by any entity located in Butler, Carter, Dunklin, Mississippi, New Madrid, Pemiscot, Reynolds, Ripley, Scott, Stoddard and Wayne Counties in Missouri
The NO! Network “Prevention through Education and Community Involvement”
The No! Network is a group of Community 2000 coalitions, sponsored by FCC’s Regional Support Center, Prevnetion Program and the Missouri Department of Alcohol and Drug Abuse. The Regioanl Support Center, housed at FCC, is the fiscal agent for some of the coalitions and technical asssistance center for all of The No! Network members.
The No! Network works in communities to prevent substance use and abuse, violence, sexually transmitted diseases, suicide attempts and completions, teen pregnancy, destructive decisions, etc.
Each Community 2000 coalition operates independently in a community in ADA Service Area 20 (Dunklin, Pemiscot, New Madrid and Mississippi). Each has their own prevnetion mission, objectives, target group, activities, leaders and members.
Community 2000 coalitions take a grassroots approach to the crisis of substance abuse and it’s related problems, including, but not limited to violence, teen pregnancy, sexually transmitted diseases, child abuse and crime in the communities they serve. Community 2000 coalitions serve their communities in a variety of ways including social marketing campaigns, prevention education, prevnetion trainings, prevnetion fundraising, prevention marketing, prevention tips and information.

A little more about each coalition:
IMPACT Kids C2000- Involved, Motivated, Parents and Community Teaching Kids is based in Campbell, MO. This is a school based coalition that focuses ont he prevnetion of desructive decisions and substance use and abuse by school aged children. They serve the community of Campbell.
Matthews SPIRIT C2000- Matthews c2000 is a school based coalition that focuses on the prevention of destructive decisions and substance use and abuse by school aged children. They serve the Matthews community.
C.W.C. of Dunklin/New Madrid Counties C2000- Counselors Who Care is made up of school counselors and school personnel that is school-based and focuses on all types of prevntion efforts, as well as providing all types of prevnetion information to the parents of the school aged children. They serve the schools and parents in Dunklin and New Madrid Counties.
C.W.C. of Pemiscot County C2000- Counselors Who Care is made up of school counselors and school personnel that is school-based and focuses on all types of prevention efforts, as well as pro0viding all types of prevention information to parents of school aged children. They serve schools and parents in Pemiscot County.
S.H.H.S. SADD C2000- Senath-Hornersville High School Students Against Destructive Decisions is made up of students and faculty of the high school and they focus on the prevetnion of destructive decisions. The coalition services the communities of Senath and Hornersville.
Smokebusters of Dunklin and Pemiscot C20o0- Smokebusters C2000 is made up of High School students and faculty from Service Area 20 (Dunklin, Pemiscot, New Madrid and Mississippi County) that focus on the prevention of tobacco use, especially in youth. Smokebusters C2000 also focus on legistlative issues regarding tobacco. They serve many communities in Service Area 20.
Charleston C2000- Charleston C2ooo is a community-based coalition that focuses on the prevention of alcohol, tobacco and other drugs, and violence across the life span. This coalition serves the entire community of Charleston.
East Prairie C2000- East Prairie C2000 is a community-based coalition that focuses on the prevention of alcohol, tobacco and other drugs as well as prevention of violence. This coalition targets the life span and serve the East Prairie community
Crosspointe C2000- Crosspointe C2000 is a faith-based coaltion that focuses on the prevnetion of destructive decisions across the life span. The coaltion serves the Campbell community and surrounding area including Malden, Clarkton and Gideon.

Tobacco Merchant Education
ATOD Prevention Team Walk-In Visits
Currently underway for the months of Feb- July we are ensuring that all tobacco merchants in Missouri have information on the current regulations and are in compliance, requires keeping up with their contact information. DMH-ADA contracted prevention teams made over 16,670 phone and in-person contacts during 2006-2007. Prevention teams distributed merchant education materials to the previously identified as well as new tobacco retailers and dicussed merchant responsibility and training with managers and or owners of approximately 5,500 tobacco retailers.
What information do you provide to the merchants?
We provide information regarding the state’s law on youth access to tobacco products. Each tobacco merchant recieves required state law signs to be displayed at every tobacco display. We also provide training materials to each merchant along with personal consultation on sign display, appropriate ID checks and much more.
Why Tobacco Merchant Education?
The federal SYNAR regualations were enacted to prevent youth access to tobacco products. The DMH-ADA focuses its efforts on ensuring compliance with them by:
Conducting unannounced tobacco purchase checks
Educating retailers about the federal and state youth tobacco access laws and ensuring that the Missouri tobacco merchants’ non-compliance rate is kept below 20%
Conducting an Annual Synar Survey to measure the state’s non-compliance rate.
Thanks to the ongoing efforts of the Division of Alcohol and Drug Abuse, Department of Mental health in conducting compliance checs and tobacco merchants’ edcuation, compliance rates among Missouri businesses on the prohibition of tobacco sales to minors have been consisitenly increasing over the years, from 59.7% in 1996 to 94.4% in 2007.
Why these prevention efforts must continue?
One in seven Missouri high school students reported smoking a whole cigarette for the first time before age 13.
The percentage of Missouri youth who try cigarette smoking escalates throughout middle and high school.
One of 15 Missouri high school students reported using smokeless tobacco in the past month
Tobacco use is the single most avoidable cause of disease, disability, and death in the United States
Missourians spend an estimated $2.13 billion annually treating smoking-related illness
Each year tobacco use results in an estimated 132,000 years of life lost due to premature death
Approximately 140,000 Missouri youth who are now alive will ultimately die prematurely from smoking
21.3% or 70,300 high school students report that they smoke
Three out of five or 77% of 12 to 17 year olds who had smoked i the last month stated they had purchased their own cigarettes (2003 NSDUH survey)
Older youth who smoke are supplying younger youth with cigarettes they have unlawfully purchased from retailers
9,900 youth under age 18 become a new smoker each year in Missouri.
